The Census Bureau counted 75,947 people in the Ellicott City CDP in 2020. Where do they all fit? Across 30.01 square miles of hills at 2,531 residents per square mile; outsiders picture one historic street, but community and terrain both run far wider. The 2020-2024 estimates count 26,919 households, 72.0 percent of housing owner-occupied, and 2.77 persons per household, a profile dominated by people who own the slabs they stand on and expect to own them for a while.
What sets up the investment math? Two more figures: owner-occupied homes at a median value of $661,700 and households at a median income of $156,964, while 68.8 percent of adults hold at least a bachelor's degree. Homes at that value justify floors treated as assets rather than afterthoughts, and owners at that education level tend to ask the right question, not what a coating costs, but why one lasts and another fails. The answer, documented across this site, is moisture and prep, which is why both lead every quote.
Forty-Five Inches a Year, With No Dry Season
The National Weather Service's Baltimore climate records put normal annual precipitation at BWI, the closest first-order station to Ellicott City, at 45.00 inches. The monthly normals matter more than the total: July leads at 4.48 inches, September follows at 4.44, and even the driest month, February at 2.90, still delivers real water. There is no season here when soil reliably dries out, which means hillside slabs spend the whole year in contact with moisture on its way downhill.
For coating work, that distribution sets two rules. First, moisture testing is valid and necessary in every month, a slab that tests calm in April can read differently in August, so readings get taken close to install and interpreted conservatively. Second, scheduling follows conditions rather than the calendar: summer humidity brings dew point discipline, winter brings heated cure windows, and the twelve-month spread of precipitation is exactly why vapor-mitigating primers appear on so many local quotes.
The Flood Record, Told Straight
The National Weather Service documented both events precisely. On July 30, 2016, radar estimated more than 6 inches of rain over the watershed, the Ellicott City gauge recorded 4.82 inches in 90 minutes, 2.35 of it in 30 minutes, and the observed rainfall at durations from 5 minutes to 3 hours had a probability of occurrence of 1-in-1,000 or less in any year. The Patapsco rose just over 13 feet in 100 minutes. On May 27, 2018, 6 to 12 inches fell in the heaviest band and lower Main Street flooded severely again. Two people died in 2016, one in 2018, and the state later tallied the 2016 event at upwards of $67 million in economic losses and 151 lost jobs.
Those numbers belong on a flooring site for one reason: honesty about scale. Events measured in feet of moving water are answered by civil engineering, not floor finishes, and no coating sold here or anywhere is flood protection. What the record does inform is the everyday standard, in a town that has seen what water can do, floors get specified with moisture readings, tolerant primers, and drainage-aware detailing as the baseline, because the ordinary version of the water story runs all year.
The County's Answer, and the Homeowner's Version
Howard County's Ellicott City Safe and Sound plan comprises seven major water retention and conveyance projects, anchored by the Extended North Tunnel: roughly 5,000 feet long, about 18 feet in diameter, bored up to 100 feet beneath the town, and designed to carry 26,000 gallons of stormwater per second away from the historic district. The county secured a $75 million federal WIFIA loan for it, reported $167 million invested in Ellicott City over the four years before that 2022 announcement, and has called the tunnel the largest public works project in county history. In October 2025, the state's Board of Public Works advanced another $18.2 million, a $17.2 million loan and $1 million grant, on top of $10 million announced that June.
The homeowner's version of that logic costs closer to a Saturday than a bond issue: extend downspouts so roof water discharges well away from the foundation, correct aprons and grading that pitch toward garage doors and walk-outs, service the sump before the wet season, run a dehumidifier through the humid months, and only then invest in the floor itself. A coating installed after the water has a controlled path is positioned to last decades. The county is spending historic sums on exactly that principle, give water somewhere better to go, and it scales down to a single slab.

Does the Extended North Tunnel mean local basements will stay dry?
No, and the distinction matters. The tunnel and the Safe and Sound projects are designed to divert stormwater around the historic district during extreme events, protecting lives and the lower Main Street area. They do not change the ordinary physics under an individual house: hillside soil will still hold moisture against foundations, slabs will still transmit vapor, and a basement's dryness will still depend on its own gutters, grading, drainage, and sump.
